TUITION GRANT - Whats the root of the issue?

By giving a tuition grant to graduates of NCSSM aren't we using the
selection process for NCSSM and the successful completion of NCSSM as a
proxy for a "fair" selection method for awarding tuition grants?
If that is the case perhaps the root of this debate for those that disagree
with the tuition grants is that the selection process for NCSSM is broken
and should be made more "fair" to better reflect a group of students that
are more deserving of tuition grants. In other words I would argue that
those that believe that the tuition grants are unfair are also implying that
the selection method for NCSSM may also be unfair. Perhaps the admission
criteria for NCSSM is closer to the root cause of consternation for those
that argue against tuition grants.
I currently live in Texas. Valedictorians of every public high school are
guaranteed admission to public universities in the state of Texas. Is that
"fair"? Certainly not. Does it help keep achievement oriented students in
the Texas University system? I think it does. Is this a wise investment of
Texas tax dollars (Public universities are subsidized)? Most people in Texas
seem to think so.
