Just a point I would make,  the points people are using not to continue this grant is that the students come from upper middle and upper class families.   Then why not just make the tuition at NCSSM 20,000 a year like most boarding schools and lets see how many of these students still come to NCSSM.   The reason for this school was to give SOME of the brightest students in the state a place to continue to grow because most schools in the state were not able to do that.  If the instate tuition is so low as we say, and it doesn't make an effect on the students as to where they go, then what does it hurt to continue the process helping those students that it can and keeping AGAIN SOME of the brighter students in the state for college and SOME of them instate afterwards.  Compared to what the state spends on NCSSM, this tuition grant is a drop in the bucket.   There have been costs of up to 5 million a year given for this program when actually so far has only been about a
 million per year for last two years.   If it only keeps 10 additional people instate per year imagine the lifetime return on investment the state will receive in taxes from these 10 that did stay after graduation.     Let the TEST continue ,  is what I say, just like they have let NCSSM continue even though some wanted to stop it not long after it started.
