Perhaps you've already considered this (and discounted is as of no
concern), but I think that would tend to favor the more conservative
student who didn't stretch himself or herself out of his or her
"comfort zone".

I think the tuition grant is great if the state can afford it, and
should be more widely available across the state on some sort of
merit system.  It would be a nice complement to the Morehead, which
seems at least somewhat biased to how well you schmooze your school
counselor.
